Manages the implementation, monitoring, evaluation and reporting sequences of outcomes associated with plans and programmes designed to accomplish key service delivery objectives and statutory requirements related to laboratory services associated with wastewater treatment/ drinking water treatment plants, river/landfill site and industrial effluent monitoring in order to ensure the provision of a healthy environment conducive to and supporting a better quality of life in the municipal area.

Identifies with the wastewater/water treatment strategy with respect to service delivery and defines, implements and monitors the short to medium term plans/objectives for the Laboratory functionality by: Keeping abreast with the latest analytical methods and national standards pertaining to drinking water and final effluent quality (South African National Standards for drinking water, Blue and Green Drop requirements, etc. Communicating with the Senior Manager: Water Services on specific Key Performance Areas (monitoring, analysis, sampling and reporting of test results, etc.) and/or statutory requirements encapsulated in relevant legislation/strategies (Blue/Green Drop criteria) with a view to aligning functions and service delivery objectives against the capacity and capability of the Division. Analysing service delivery trends and capacity against requirements to facilitate the preparation of capital and operational expenditure estimates to support laboratory plans and objectives. Reporting on implementation outcomes with regards to project related interventions and work in progress and providing reasons and recommendations to improve and/or sustain the quality and performance levels of the Division. To ensure that key service delivery priorities are identified, and outcomes managed through continuous assessment, intervention, and adjustment to operational plans. Directs and controls the Key Performance Indicators and outcomes of personnel within the Laboratory Division. Defining/ adjusting the role boundaries, workflow processes and job design against laid down service delivery requirements.
B.Sc Degree (Majoring in Biochemistry and Microbiology). Code B Drivers’ license. Computer literacy (MS Office Applications). Proficiency in at least 2 of the official languages (English, IsiXhosa and Afrikaans) of the Western Cape. Good management, human relations, interpersonal and communication skills. Sound mathematical and laboratory skills. Ability to give attention to detail.
High level of responsibility. Ability to work under pressure.
Experience: 5 years relevant.
